Rate Increase for Early Intervention 

  • ACTS helped to engineer a resolution adopted by the State Early Intervention Coordinating Council (EICC) in the Fall of 2022 and continues to call upon the Governor to support an EI rate increase of 11%.
  • ACTS is lobbying for support of our rate increase request, and as a result both the NYS Assembly and the Senate proposed an 11% rate increase to be included in the budget.
  • ACTS is coordinating with more than a half-dozen other EI advocacy groups and through our combined efforts we offer a constant presence and  ongoing communication with the Legislature and the Governor about this necessary 11% rate increase.
  • ACTS generates press coverage of the needs of underserved children in the EI Program.

Supporting Agencies

  • ACTS supports agencies during NYS Office of Medicaid Inspector General (OMIG) audits.
  • ACTS ensures a fair and swift resolution to the recoupment of EI funds process takes place whenever fraudulent claims are identified.
  • ACTS follows up with NYS Bureau of Early Intervention about any relevant problems are reported by providers.

Regulations and Guidance 

  • ACTS provides ongoing monitoring, commenting, and meeting on proposed EI Regulatory changes.
  • ACTS drafts guidance that would greatly positively impact providers.

New York Early Intervention System (NYEIS) Transition to EI Hub

  • ACTS continues to monitor very closely the progress towards the transition from the NYEIS to the new forthcoming electronic system (EI Hub) and ACTS provide direct feedback on EI Hub functionality to NYS BEI.
